
A flagship Cardiff regeneration scheme
On Dumballs Road in Cardiff's Kingfisher Quarter, BREE Construction delivered Anchor Works for Ridgeback, backed by Angelo Gordon. The 55 million pound development provides 432 one and two-bedroom apartments where people want to live and work, in the heart of one of the city's most significant regeneration corridors.
The homes sit across two connected blocks of 15 and 8 storeys, designed by CWA Architects under planning reference 20/01543/MJR. Located within the Dumballs Road regeneration corridor, the scheme forms part of a wider mixed-use transformation of this part of Cardiff and is one of the most prominent recent additions to the city's rental housing supply.

Homes and amenities
The 432 apartments are complemented by indoor and outdoor amenity space designed for residents, supporting a managed rental community operated by ila. The two-block arrangement gives the scheme a strong, landmark presence on Dumballs Road while delivering a high density of new homes within easy reach of the city centre and its employment.
By concentrating a large number of one and two-bedroom homes on a single site, the development makes efficient use of a key regeneration plot and helps to bring new residents into a part of Cardiff undergoing significant change.
Delivery and topping out
The landmark 55 million pound contract win confirmed BREE's role in delivering the scheme for Ridgeback. Construction ran from 2021 to October 2024, with a topping-out ceremony marking structural completion of the development, attended by senior representatives from BREE, Ridgeback and ila.
Now complete and operated as a rental community, Anchor Works provides private rental housing to central Cardiff and is a key part of the continued regeneration of Dumballs Road.
